Developing a winning bid for the largest greenfield metro O&M contract in history
In 2018 the FLOW Consortium was awarded a 12 year contract of USD 2.9 billion contract to operate and maintain four out of six lines (lines 3,4,5&6) of the massive 185km Riyadh Metro.
The consortium engaged Horizons Partners to:
- Develop 24 out of the 25 Technical Plans,
- Develop, populate and optimise the Cost Model,
- Coordinate between the technical parties within the consortium to develop and optimise ten different options across the 6 lines during the 2-year tender period
THESSALONIKI METRO – GREECE
Developing a winning bid for a worldclass driverless metro in Greece
In 2023 the consortium THEMA was awarded with the operation and maintenance of Thessaloniki new metro system.
The consortium engaged Horizons Partners to:
- Develop the Technical Proposal,
- Develop, populate and optimise the Cost Model,
- Identify the unique selling points of each partner and support the procurement of local services.
LOS ANGELES AIPORT LINK – USA
Optimizing life cycle cost and O&M organization of a new railway system in the USA
Los Angeles airport authorities selected their DBFOM contractor for their new airport link though an international competition in 2017.
Horizons Partners supported the LAXCA consortium in:
- Developing all O&M Technical Plans,
- Developing the O&M Cost Model and organizing competition among local contractors,
- Managing the interface between D&B and O&M teams to optimize the design solutions from a functional, performance and life cycle cost perspective.
