As Horizons Partners co-founder, Paul is responsible for the technical and managerial expertise. He has played a leading role in the launching of more than 15 different railway projects across the Middle East and Asia/Pacific ranging from driverless metros to high-speed trains and heavy haul.
He has previously held several executive positions: advisor to the Board and CEO of Etihad Rail, Managing Director of Dubai Metro and of Makkah Metro, COO of Bangkok Transit System, General Manager of Kowloon Canton Railway Corp. and Head of Design Control & Communications at MTR Hong Kong…
Paul holds a MBA from La Trobe University (Australia) and professional certificates in Railway Signalling and Telecommunications.
As Horizons Partners co-founder, Alain is responsible for all business-related activities. He has managed more than 50 O&M tenders globally which generated more than $ 10 billion in revenues.
He worked previously with RATP Dev (Paris) where he served as Executive Vice-President of RATP Dev Paris for strategy and bidding and held other senior positions in leading operators in Germany and Central & Eastern Europe.
Alain holds a master of engineering from Ecole des Mines de Paris and is fluent in five languages.
Ian has over twenty years experience in designing Enterprise Architecture and innovative solutions and managing delivery across large transport organisations, including Etihad Rail, the Riyadh Metro and the Honolulu Rail Transit.
He worked previously as CIO of Etihad Rail and with Deloitte, Sapient, PwC Consulting and IBM Business Consulting Services in senior management consulting roles for 15+ years. Ian holds a BBA from Lancaster University (UK).
More recently he has developed extensive knowledge of operational technology cyber security for safe delivery and ongoing operations.

Ken has over 30 years’ experience working in leading railway organisations. He is an expert in operations and safety and has a deep understanding of the interface between maintenance and operations including safety assurance and asset management.
He led the development of the operational and rail safety documentation for several new railways across the Middle East, Australia and North America.
